1The commission has hit rough waters of late, first with the resignation of former chairman Mr. Justice Harry LaForme last October, in a conflict with his two commissioners over the balance of power on the panel. Judge LaForme believed the chair needed the power of final decision on matters, whereas his commissioners believed the panel was to work on consensus. The matter has been somewhat settled by a facilitator who says the chair is a leader, but one who must always strive for consensus.
Justice Sinclair earned wide respect for his work with Alvin Hamilton on the aboriginal justice inquiry, which led to systemic changes in Manitoba's services to native people.
