By next spring, the $2.80 recycling levy consumers now pay on top of the price of their tires (including those on new cars) will likely increase to at least $4. The increases for truckers and farmers are likely to be much stiffer, perhaps up to $10 on tires for semi-trailers and $35 for the mammoth back tires on tractors.

"The levies should have been increased in the past," he said. "Now the program is insolvent and what has happened to all the money that has been pre-paid for recycling?"

* Saskatchewan -- A multi-tiered levy system is used that includes passenger car tires, medium truck tires, agricultural tires and large off-road/mining tires. Annual sales of 1.1 million tires produced a levy amount of $4.2 million.
