The vote came on the same day the Conservatives, after months of promising a comprehensive "Made-in-Canada" environment plan, said there won't be a formal plan after all.

A senior official in [Rona Ambrose]'s office said the word "plan" is no longer being used. It's now an "approach."

"The prime minister of Canada is saying: 'I want Canada to be an outlaw,' " said Montreal area Liberal MP Pablo Rodriguez, who tabled the private member's bill, C-288. "It's a (weird) message to be sending to the population."
