The money from Ottawa is new, while the province's contribution represents the first cash to flow from a $206-million pledge toward Winnipeg sewage treatment made during the 2007 throne speech. Winnipeg pays for its portion of waste-water upgrades through water-and-sewer bills, which have been rising steadily as Winnipeg begins to tackle the $1.8-billion job.
