The model used by the PRT is the National Solidarity Program which was designed to regenerate local village councils and their ability to work for a common purpose. Members of the PRT meet with local elders in shuras, protected by our troops, where they determine what is needed and prioritize projects in consultation with the locals. The locals do the work, the money flows directly to them and supplies are purchased locally to stimulate the economy. Efforts are also made to ensure employment for the young men so that they are not as inclined to join the Taliban -- with some success. Both the Afghan National Army and police are improving with the help of our training and mentoring staff and gradually are assuming greater responsibility for the security of their country. The locals are warning of IEDs or Taliban ambushes -- when they feel safe enough to do so.
