The announcement about the Canadian Banks' Law Enforcement Award came on the same day the Free Press reported banks have been using the small print in their Visa credit card contracts to tack on a 2.5 per cent handling charge on purchases made in foreign countries.

It was "Razor" Ralph, as I once nicknamed him, whose ever-sharp eye for the bottom line noticed the "handling" charge on his own Visa bill.

[Joe Paraskevas] quoted a crusader for more vigilant bank regulation as saying that either banks can't justify their costs on basic banking fees -- or they won't.
