John Dickie is the senior partner in the law firm Dickie & Lyman LLP. John earned a bach-

elor of arts degree (first class honours economics) from Carleton University in 1977 and a

bachelor of laws degree from McGill University in 1981. He was called to the Ontario bar

in 1983. John practises landlord and tenant law (for landlords), rent control, and govern-

ment relations. He has practised residential rent control and landlord and tenant law since

1982. He acts for many of the largest residential landlords in Ottawa, as well as for a

number of landlords of medium- and small-sized buildings. John has represented many

property owners and managers before the Landlord and Tenant Board (and its predeces-

sors), the Assessment Review Board, the Divisional Court, and the Ontario Court of Appeal.

He has also represented numerous landlord groups and individual clients in government

relations with Ontario cities, several provinces, and the federal government and its agen-

cies. John is the chair of the Eastern Ontario Landlord Organization (EOLO) and the presi-

dent of the Canadian Federation of Apartment Associations (CFAA), and he sits on the

board of the Federation of Rental-Housing Providers of Ontario (FRPO). John has also

instructed at the bar admission course of the Law Society of Ontario, at Carleton University,

and at the Faculty of Law of the University of Ottawa. As well as writing for Emond Pub-

lishing, John has written and presented material for the Law Society of Ontario, the County

of Carleton Law Association, the Ottawa Real Estate Board, the Ontario Real Estate Asso-

ciation, EOLO, FRPO, and CFAA.

David Lyman is a partner in the law firm Dickie & Lyman LLP. David obtained a bachelor

of arts (with merit) from York University in 1995 and a bachelor of laws degree from the

University of Toronto in 1998. He was called to the Ontario bar in 2000. David has

practised residential landlord and tenant law since 2000, acting for landlords of all sizes

in matters before the Landlord and Tenant Board, the Ontario Rental Housing Tribunal,

the Assessment Review Board, the Ontario Court of Appeal, the Ontario Divisional Court,

the Superior Court of Justice, the Provincial Offences Court, and the Small Claims Court.

David appears frequently at the Landlord and Tenant Board on all types of applications,

and he is the most active lawyer in rent review applications in Eastern Ontario, repre-

senting many landlords in applications covering hundreds of buildings and tens of

thousands of rental units. David is a frequent and respected speaker on residential ten-

ancy law in Ontario. He is the long-standing vice-president of the Eastern Ontario Land-

lord Organization and has appeared before municipal, provincial, and federal committees

on issues affecting residential landlords. David also practises in the areas of property tax

law and commercial leasing, and he acts as a de facto in-house counsel to numerous

rental housing providers in Ottawa.
