Summary:

Twelve Northwest Territories residents applied for a declaration that persons with one years' residence were eligible to vote in a plebiscite, notwithstanding that the Plebiscite Ordinance required three years' residence for eligibility. The residents submitted that the Ordinance infringed their freedom of thought, belief, opinion and expression under s. 2 of the Canadian Charter of Rights and Freedoms, 1982. The Northwest Territories Supreme Court dismissed the applications.
