Steven Barrett practices in the areas of labour, administrative, and
constitutional law. He joined Sack Goldblatt Mitchell in 1985, has
been a partner since 1988, and has served as managing partner since
2006. In addition to litigating before a variety of labour and admin-
istrative tribunals, representing trade unions and employee associa-
tions in collective bargaining negotiations and interest arbitration
in the broader public sector, and arguing many judicial review ap-
plications and appeals before Ontario courts, Steven has an active
practice litigating under the Charter, including appearing as counsel
before the Supreme Court of Canada in various freedom of associa-
tion cases (Delisle, Dunmore, Health Se rvices, and Fraser).
Paul JJ Cavallu zzo, O. Ont., LSM, was called to the Bar in 1973. He
received his LLB from Osgoode Hall Law School and his LLM from
Harvard. Paul is the senior partner in Cavalluzzo Hayes Shilton Mc-
Intyre & Cornish, a public law f‌irm in Toronto. Paul has argued many
leading constitutional, administrative, and labour law cases before
the Supreme Court of Canada, the courts of Ontario, and administra-
tive tribunals. He acted as counsel to the United Food and Commer-
cial Workers Union in Fraser and Health Services before the Supreme
Court of Canada. Apart from a busy public law practice, Paul acted
as commission counsel to the Walkerton Inquiry and the Arar In-
quiry. More recently, Paul has been appointed by the Federal Minis-
ter of Justice to act as a special advocate in security certif‌icate cases.
