Sandra Attersley is a lawyer at Metcalf & Company in Halifax. She
graduated from the Canadian Coast Guard College, the Marine Insti-
tute in St John’s, and Dalhousie University, Halifax, with an LLB and
certif‌icate in marine law. Ms Attersley’s law practice focuses in the areas
of marine law, insurance law, and corporate/commercial law. She has
been to sea as an engineering off‌icer with the Canadian Coast Guard
obtaining a 2d Class Certif‌icate of Competency for Motorships and
worked in the shipbuilding industry as a propulsion systems design
technologist. From 2007 to 2013, Ms Attersley was a part-time lecturer
in maritime transportation policy and administration in the Marine Af-
fairs Program at Dalhousie University. She is a member of the Canadian
Institute of Marine Engineering, the Eastern Admiralty Law Association,
and the Canadian Maritime Law Association, and serves on the board of
directors of the Mission to Seafarers, Halifax.
Scott Campbell is a litigation partner at Stewart McKelvey in Halifax.
He holds an LLB from Dalhousie University, Halifax and a BCL from the
University of Oxford, United Kingdom. In addition to his maritime law
practice, Mr Campbell routinely advises on matters of jurisdiction, pri-
vate international law, constitutional law, procedural law, and appellate
strategy. He has appeared before all levels of court in Nova Scotia and
Ontario, in addition to the Federal Court, Federal Court of Appeal, and
the Supreme Court of Canada. From 2011 to 2015 he taught conf‌lict of
laws at the Schulich School of Law, Dalhousie University.
Aldo Chircop, JSD, is professor of law and Canada Research Chair (Tier
I) in Maritime Law and Policy, Schulich School of Law, Dalhousie Uni-
versity, Halifax. He was Chair in Marine Environment Protection at the
World Maritime University in Malmö, Sweden, and held directorships
