Foreword
Ef‌fective border management today involves requirements and obligations
beyond traditional customs legislation. These requirements are found in the
laws of a number of other departments and agencies, and introduce a signif‌i-
cant level of complexity and burden of compliance for Canadian businesses.
By bringing his meticulous and thorough analysis to a broader legislative
framework for importing and exporting, Dr Prabhu has not only recognized
the importance of these requirements, but made an important contribution
to our knowledge.
Both the scope and style of this work are impressive. By carefully select-
ing the most important statutes to include in this work, and by grouping
the statutes into three categories, Dr Prabhu has given his readers the gift of
accessibility. And by bringing his clear language to this work, he has ensured
that it will not only be readily understood, but will have practical value.
Dr Prabhu’s previous work, the Annotated Customs Act, has been an in-
dispensible resource for Canadian customs practitioners for decades. I have
no doubt that this book will prove even more useful to all those in the legal
and business communities who want to better understand the major federal
statutes af‌fecting the importation and exportation of goods.
