Le protectionnisme et les ajustements
à la frontière pour le carbone
Même s’il était possi ble d’identifier des approches participatives qui
seraient susceptibles de sus citer une plus grande participation dans
une coordination internationale sur la tarification du carbone, cer-
tains États ambitieux auraient probablement à recourir à des mesures
protectionnistes afin de protéger la compétitivité de leurs industries
à forte intensité d’émissions et exposées aux échanges commerciaux.
En ce sens, les ajustements à la frontière pour le carbone (AFC)
sont un exemple de mesure protectionniste visant à égaliser le coût
du carbone entre deux États. Certains arment même que, en l’ab-
sence d’un gouvernement mondial capable et désireux d’imposer
des amendes directes, les mécanismes d’application de la tarification
du carbone les plus ecaces restent les sanctions commerciales, y
compris les AFC.
Il existe bien sûr des alternatives. Comme soutient le Fonds
Monétaire International, un prix plancher international du car-
bone pourrait neutraliser l’eet de la tarification du carbone sur le
