Summary: Nalcor Energy was a proponent of the Muskrat Falls Hydro-electric Development on the Lower Churchill River in Labrador (the Generation Project). The Generation Project was released from environmental assessment but its construction had not yet been sanctioned. Nevertheless, Nalcor had obtained certain authorizations to carry out preliminary works (the Preliminary Construction) on or near the Caroline Brook Forestry Road (the Forestry Road).
