e Legal and Constitutional Aairs Committee (LJCJ) of the Senate
draws its mandate from Rule -.() of the Rules of the Senate.
Legal and Constitutional Afairs
12-7. (7) the Standing Senate Committee on Legal and Constitutional
Aairs, to which may be referred matters relating to legal and constitutional
matters generally, including:
(a) federal-provincial relations,
(b) administration of justice, law reform and any related matters,
(c) the judiciary,
(d) all essentially juridical matters, and
(e) private bills not specically assigned to another committee, including
those related to marriage and divorce.
is is the committee charged with perusal of bills relating to election
law when they are forwarded to the Upper Chamber from the Com-
mons. However, by convention, considering that the Senate recognizes
the parliamentary body primarily interested in matters of election is the
House of Commons, it exercises a degree of constitutional self-restraint
in dealing with such bills.
