ACKNOWLEDGMENTS
A
great many people have assisted with this project.
The
best place
to
begin
is at the
beginning.
Patsy
Robertson, then Director
of the
Information
and
Public
Affairs
Division
at the
Commonwealth Secretariat,
and
Derek Ingram suggested
that
the
CAEJC carry
out a
research project dealing with
freedom
of
expres-
sion. Some time later,
I
actually
had a
project proposal. This
was
refined
and
revised
and
improved largely because
of the
assistance
of
Jeremy
Pope,
Director
of the
Legal
and
Constitutional
Affairs
Division
at the
Common-
wealth Secretariat,
and his
successor,
Reg
Austin.
I
next sought
funding
from
the
Canadian International Development
Agency.
Caroline McRae guided
me
through
the
labyrinth
of
CIDA. CIDA
generously
provided
the
bulk
of
funding
for the
project.
I am
grateful
to
Gilles Bernier
of
CIDA
who
was,
at
different
times,
patient,
helpful,
and
encouraging.
Thanks also
go to the
Commonwealth Foundation
and its
Director,
Dr.
Humayun Khan,
for
providing additional
funding.
Vijay
Menon, then President
of the
CAEJC,
and
Secretary General
of
the
Asian Media Information
and
Communications Centre,
was
especially
helpful
in
arranging
the
first
meeting
of the
Editorial Committee
in
Kuala
Lumpur
in
1996.
The
most pleasurable part
of
this project
has
been
the
opportunity
to
work with
the
members
of the
Editorial Committee.
I
have been honoured
to be
associated with such
a
distinguished group
of men and
women
from
throughout
the
Commonwealth. Their commitment
to the
project
and the
extraordinary
effort
they devoted
to it
were marvellous.
I
also express
my
gratitude
to the
people
who
wrote
the
Country Reports. They gave
the
project
the
benefit
of
their
knowledge
and
insights,
and
they also
quietly
accepted
most
of my
presumptuous criticism
of
their work.
Thanks
go to
Richard Nzerem,
the
present Director
of the
Legal
and
Constitutional
Affairs
Division
at the
Commonwealth Secretariat,
for
arranging
the
1997 meeting
of the
Editorial Committee
in
London.
Syed
Arabi Idid,
the
current President
of the
CAEJC,
has
consistently
given
his
help
and
support.
