This book is the work product of the conference entitled “ The Human
Rights of Anti-terrorism: A Colloquium,” held at the Faculty of Law, Uni-
versity of Ottawa, in June 2006. The project is the result of a collab -

contributions must be underlined and acknowledged.
First, the colloquium and book would not have taken place without
the generous f‌inancial contribution of several institutions. We would
like to thank the Social Sciences and Research Council of Canada, Rights
and Democracy, the University of Ottawa, including the Faculty of Law,
and the Human Rights Research and Education Centre for the f‌inancial
support they extended to this endeavour.
The colloquium came together because of the tireless work and in-
valuable contributions of the following members of the steering com-
mittee: Craig Forcese, Nicole LaViolette, Graham Mayeda, Alex Neve,
David Paciocco, Roch Tassé, and L orne Waldman. Several law students
helped both with the colloquium and the bo ok project: Pam Anderson,
Colleen Bauman, Peter Dostal, Ardiana Hallaci, Jordan Lamontagne,
Koren Marriott, and Ambrese Montagu.
The colloquium generated both the Ottawa Principles and the chap-
ters for this book. We would like to thank the colloquium participants
for their patient efforts in helping draft the Ottawa Principles; the many
colloquium observers for their thoughtful interventions; and the auth-
ors for the quality of the chapters in this bo ok. All deserve to be con-
gratulated for their contributions to this collective product. We would
