A Toronto taxicab driver who continually flaunted the rules at Pearson International Airport was arrested by a parking inspector under the Ontario Trespass to Property Act. His appeal of his conviction gave the Supreme Court of Canada the opportunity to examine the concept of citizen's arrest. It defined arrest as "a continuing status initiated by words accompanied by physical touching or submission, and ending with delivery to the police, maintained as necessary with a force that is no more than reasonable in all the circumstances."
