A $20-million discrepancy between the initial estimate and the current cost of upgrading the Bare Point water supply system in Thunder Bay, which includes relinquishing the Loch Lomond source, has consultants apologizing.

During a recent city council meeting, City of Thunder Bay consultants admitted to error, saying they had underestimated the cost of upgrading the system.

Other tender's bids came in at $41 million or $47 million, which is more than double the amount of the consultant's bid ($19.3 million).
