I have worked for thi rty years as a policy analyst dealing with broad-
casting, f‌ilm, publishing, the music industry, and new media. Since
 I have of‌fered a course at the Schulich School of Business in pub-
lic policy a nd its impact on the cultural industries. For the pa st ten
years, I have been dealing with copyright policy and, in particu lar, the
value of copyright.
My cl ients over the past decade include the Neighbouring Rights
Collec tive of Canad a (NRCC), the Ca nadian Pri vate Copyin g Collective
(CPCC), Access Copyright, the Canadian Musical Reproduction Rights
Agency (CMRRA) and SODRAC (which is the French language equiva-
lent), and also CSI, which is their combined collective. I do not thin k it
will su rprise anyone that I am not going to of‌fer any comments on the
ec onom etr ic m ode ls d ea lt w ith by P rofe ss or Ro ber t. Howe ver, I ce rta in ly
share his view that creators should be able to get the benef‌its from their
creative activity th rough exercising control of its ex ploitation, or, at the
very least, receiv ing remuneration. It is not just desirable, but in fact, it
is a lso so cial ly, cul tura lly, and econom ical ly bot h neces sar y and pr oduc-
