Robert Martin
is a
professor
of law at the

Western Ontario

Commonwealth Association

He has

His

Honourable Madam Justice
Dr.
Shirani Bandaranayake
is a
justice
of
the
Supreme Court
of Sri
Lanka. Prior
to
receiving this judicial appoint-
ment,
Dr.
Bandaranayake
was
Dean
of the
Faculty
of Law at the
University
of
Colombo,
Sri
Lanka.
Her
doctorate
is
from
the
University
of
London.
Derek Ingram,
O.B.E.,
has
specialized
in
Commonwealth
affairs
for
most
of
his
journalistic
life.
He
cofounded Gemini News Service
in
1967
and was its
editor
for
twenty-eight years. Earlier,
he was
Deputy Editor
of the
London
Daily
Mail
In
1978
he
helped found
the
Commonwealth Journalists Associ-
ation
and
became
its first
president.
He has
reported fourteen Common-
wealth
summits
and
numerous other Commonwealth gatherings.
He was
Media Adviser
to the
Commonwealth Election Observer Group
in
Zimbabwe
(1980),
Media Adviser
to the
European Union
for the
South
African
elections
(1994),
and a
Commonwealth Observer
for the
Pakistan
(1993)
and
Malawi
