A. INTRODUCTION
As stated in Chapter 3, employees of the House of Commons, Senate,
Library of Parliament, Parliamentary Service, and the Oce of the Par-
liamentary Budget Ocer are not covered by the Federal Public Sector
Labour Relations Act (FPSLRA) or the Public Service Employment
Act, nor are they covered by the Canada Labour Code.1 Instead, they
are covered by the Parliamentary Employment and Sta Relations Act
(PESRA).2 When PESRA was f‌irst enacted in 1986, it was designed to
be very similar to the Public Service Sta Relations Act then in force.
As discussed in previous chapters, the Public Service Sta Relations
Act underwent some signif‌icant revisions in 1992 and then again in
2005 when it became the FPSLRA. PESRA, on the other hand, has not
undergone all of those same revisions. Therefore, some of PESRA is
dierent from the current FPSLRA because of changes to the FPSLRA,
and some of PESRA is dierent from the FPSLRA because of dier-
ences deliberately made when PESRA was enacted. However, for the
most part, PESRA is very similar to the FPSLRA. It is administered by
the Federal Public Sector Labour Relations and Employment Board,
and the Board follows precedent from the FPSLRA in deciding PESRA
