La gouverneure générale, le Sénat et la Chambre des communes--les trois composantes du Parlement--se sont réunis dans la salle du Sénat le 16 octobre pour marquer l'ouverture de la deuxième session de la 39e législature. Comme le veut la tradition, la gouverneure générale a lu le discours du Trône, mais, pour la première fois, ce discours a été prononcé par Son Excellence Miehaëlle Jean en début de soirée afin qu'il puisse être diffusé à une heure de grande écoute.
Le discours du Trône expose les grandes lignes du programme du gouvernement pour la nouvelle session, notamment les priorités dans les domaines suivants : souveraineté et sécurité, protection de l'environnement, croissance économique, modernisation de la fédération canadienne et sûreté dans les collectivités. Comme c'était le cas à la session précédente, le gouvernement est toujours résolu à réformer le Sénat. Notamment, deux mesures législatives complexes et controversées qui n'ont pas été adoptées à la dernière session seront rétablies : celle visant à faire passer la durée maximale du mandat des sénateurs de 45 à 8 ans, et celle visant à favoriser la consultation directe des électeurs en vue de choisir les sénateurs.
Même si le discours du Trône a été le moment marquant de la journée, le Sénat a aussi vaqué à d'autres travaux. L'arrivée de Bert Brown, qui a été nommé au Sénat au début de l'été et assermenté le 16 octobre, témoigne, encore une fois, de la conviction du gouvernement que les Canadiens doivent pouvoir décider qui les représentera à la Chambre haute. Militant de longue date pour une réforme du Sénat, M. Brown a été élu sénateur pour l'Alberta à l'occasion d'une élection provinciale en 2004.
