Le 12 avril 2016, le Sénat a accueilli les sept nouveaux sénateurs choisis par le premier ministre. Il s'agit de V. Peter Harder, de Raymonde Gagné, de Frances Lankin, de Ratna Omidvar, de Chantal Petitclerc, d'André Pratte et de Murray Sinclair. Le sénateur Harder a été nommé leader du gouvernement au Sénat, ou représentant du gouvernement.
Le sénateur Harder s'est dit en faveur de la nouvelle pratique du Sénat qui consiste à inviter un ou une ministre par semaine à participer à la période des questions du Sénat et à répondre à des questions relatives à ses responsabilités ministérielles. À ce jour, quatre ministres y ont participé.
Le paysage politique du Sénat poursuit son évolution. Depuis la dernière mise à jour, le sénateur Irving Gerstein et la sénatrice Céline Hervieux Payette sont partis à la retraite, la sénatrice Maria Chaput a démissionné, et plusieurs autres se sont déclarés indépendants. Par ailleurs, un groupe de travail formé de sénateurs indépendants a été mis sur pied et a nommé une facilitatrice.
Le 24 février 2016, le Président du Sénat a rendu sa décision sur une question de privilège soulevée par le sénateur John Wallace concernant le Comité de sélection et son traitement des sénateurs indépendants. Le Président George Furey a déterminé que la question de privilège n'était pas fondée à première vue et qu'il existait d'autres moyens pour résoudre la situation. Les leaders de l'opposition et des libéraux au Sénat ont proposé plus tard de modifier la composition des comités afin de permettre une plus grande participation des sénateurs indépendants.
