La deuxième session de la 46e Assemblée générale s'est ouverte le 25 mars 2009. Le discours du Trône, qui avait été prévu pour le 19 mars, a été reporté pour permettre aux députés de la Chambre d'assemblée législative d'assister aux funérailles des personnes tuées dans le tragique accident de l'hélicoptère Cougar le 12 mars.
Le président, Roger Fitzgerald, a annoncé le 24 mars que la webdiffusion en direct des travaux commencerait par celle du discours du Trône et que les délibérations seraient archivées dans le site Web de la Chambre. Auparavant, on ne pouvait voir celles-ci qu'en temps réel.
Le 3 mars, le gouvernement a rendu public le rapport de la commission d'enquête dirigée par la juge Margaret Cameron sur le dosage des récepteurs hormonaux. La Commission avait été constituée à la suite de la découverte du fait que les résultats d'analyses effectuées auprès de cancéreuses avaient été erronés. Le rapport comprend 60 recommandations visant à remédier aux lacunes qui ont conduit aux erreurs dans les résultats des analyses.
Pendant l'actuelle session, la Chambre d'assemblée a adopté un projet de loi sur les excuses. Madame la juge Cameron avait recommandé dans son rapport l'adoption d'un tel texte. Celui-ci rend possible l'expression de regrets ou de condoléances aux personnes touchées par des événements pénibles sans admission de responsabilité de la part de la personne ou de l'entité présentant les excuses.
Le 17 avril, Edward Byrne, ex-ministre des Ressources naturelles, qui avait plaidé coupable à des accusations portant sur un scandale de dépenses dans sa circonscription dont nous avions rendu compte dans le numéro de l'automne 2007 de la RPC, a été condamné à une peine d'emprisonnement de deux ans moins un jour. Au moment d'aller sous presse, le procès, amorcé en juillet, de l'ancien député provincial James Walsh pour des accusations similaires avait été reporté au mois de septembre.
Le 28 mai, la Chambre a adopté une résolution portant création d'un comité d'examen de la rémunération...
