About the Author
Steven Chaplin is a Fellow at the uOttawa Public Law Centre, and
teaches Public Law, Constitutional Law, and the Law of Parlia-
ment at the Faculty of Law (Common Law), University of Ottawa.
Formerly Senior Legal Counsel at the House of Commons, he is a
Deputy Executive Editor of the Journal of Parliamentary and Pol-
itical Law and has published numerous articles, book reviews, and
book chapters, and maintains a blog at lexparl.com on the Law of
Parliament.
