Final Thoughts
As stated by Winston Churchill in November ,
Many forms of Government have been tried, and will be tried
in this world of sin and woe. No one pretends that democracy is
perfect or all-wise. Indeed it has been said that democracy is the
worst form of Government except for all those other forms that
have been tried from time to time.
One might add that the Westminster system of government
that Canada shares with the United Kingdom is antiquated, awk-
ward, and in need of update and improvement. But it is still one of
the best forms of democracy. Its longevity, evolution, and f‌lexibility
are evidence of this.
It is suggested that the Westminster system compares favour-
ably to various republican forms of government. In such models,
where the branches of government are separate and distinct, the
result is often one that produces divided government, with one
party controlling the executive and another controlling the legis-
lature. Further, f‌ixed terms for each government do not allow for
either continuous accountability or the ability to reset by way of
elections to resolve an impasse.
