Summary:
Petersen implicated the accused, Seper, in a string of robberies in statements made to police on two different dates. Petersen refused to be sworn or testify at Seper's preliminary inquiry. The Crown applied to admit the statements.
The Alberta Provincial Court denied the application because the statements did not meet the threshold tests of necessity and reliability.
