About the Authors
Tim Hadwen is a retired public servant and labour lawyer. He held
a range of senior management positions in the Ontario Ministries of
Education, Health, Government Services, and the Attorney General.
His public service responsibilities included managing the government’s
involvement in broader public sector labour relations. He led the imple-
mentation of the School Boards’ Collective Bargaining Act, 2014, the
merger of the sta of the Community Care Access Centres with the
Local Health Integration Networks, and several compensation restraint
initiatives.
Prior to joining government, Tim was General Counsel for the
Ontario Public Service Employees Union and Assistant Director, Arbi-
tration at the Ontario Nurses’ Association. Formerly, he was a partner
at Cavalluzzo, Hayes and Shilton, a leading union-side labour law f‌irm.
David Strang, BA, LLB, LLM, was called to the Bar in 1981 after arti-
cling with the union-side f‌irm of Maclean Chercover. He began his career
as Ontario coordinator and counsel with the Upholsterers International
Union then moved to the Laborers International Union of America Prov-
incial District Council as counsel and assistant manager. In 1989 he
joined the Legal Branch of the Ontario Ministry of Labour. In 1993 he
transferred to the Labour Practice Group seconded by the Attorney Gen-
eral to provide advice and represent the Crown in its role as employer
of the Ontario Public Service. He has regularly represented the Crown
in grievance arbitrations and other labour and employment litigation
