Introduction
To regulate and structure public service employment, the Ontario
government has enacted two particular employment and labour stat-
utes, the Public Service of Ontario Act, 2006 (PSOA)1 and the Crown
Employees Collective Bargaining Act, 1993 (CECBA),2 and modif‌ied
how other acts apply.
Chapter 1 reviews the rationale for and history of the special regula-
tion of public service employment in Ontario. There is some discussion
of public administration literature.
Chapter 2 sets out the structure and application of the PSOA,
reviews managerial authority over the public service, including the
role of the Management Board of Cabinet (MBC), and then describes
the PSOA employment provisions applying to government employees
appointed under PSOA Part III.
Chapter 3 sets out the PSOA ethical framework — the oaths, duty of
loyalty, conf‌lict of interest provisions, political activity rules, and disclo-
sure of wrongdoing provisions — that is applicable to all public servants:
those employed in government as well as those at designated agencies.
Chapter 4 deals with special classes of government public servants:
employee oce holders, professionals (doctors, dentists, and lawyers),
the Ontario Provincial Police, and a small anomalous group, Provincial
Schools Authority teachers.
