Richard Asselin ha s worked in various roles in t he human services sec-
tor in Manitoba for more than twenty-ve years. ese roles include pro-
gram evaluation, early childhood programming, disability inclusion, and
service integr ation/case management. Since , As selin has served as
a leader within the policy and i mplementation team that rest ructured
and devolved child welfare services to First Nations and Métis control.
Catherine Bell, B.A., LL.B., LL.M. Catherine Bell is a professor of Law at
the University of Alberta , teaching in the areas of propert y law, Aborig-
inal lega l issues, and a lternative dispute resolution. She is the author of
numerous art icles and book chapters principally focused on Métis and
First Nations constitutional rights.
Charlotte A. Bell, B.A., LL.B., Q.C. Charlotte Bell is general counsel in the
Aboriginal A airs Portfolio of the federal Depar tment of Justice. She has
served as lead counsel to the Nisga’a Treaty Litigation team and on other
complex cases involving Aboriginal rig hts and duciary responsibilities.
e Honourable Harvey Bostrum, B.A. (Hons.). Harvey Bostrum has
served as the deputy minister of Aboriginal and Nort hern Aairs in
Manitoba since . Before that appointment, he was executive director
of t he Aboriginal Aairs Secretariat in the Department of Aboriginal
and Northern Aairs i n that province.
